At the Central Communications Service (CCS) site, agreements were signed between JSC “MO Kazakhstan Mortgage Company” and Ministry of Health and Ministry of Education and Science of the Republic of Kazakhstan on providing employees of ministries and subordinate organizations with housing for rent with subsequent redemption under the program “Nurly Zher” (hereinafter referred to as the “Program”).
The event was attended by the Minister of Health of the Republic of Kazakhstan Yelzhan Birtanov, Executive Secretary of the Ministry of Education and Science of the Republic of Kazakhstan Aryn Orsariyev, Chairman of the Board of JSC “MO “KMC” Adil Mukhamedzhanov.
About 40 billion KZT of own funds of JSC “MO “KMC” and funds, borrowed on market terms will be allocated to finance activities in this direction. Thus, the implementation of the program will not exert additional burden on the state budget.
Conditions for the implementation of rental housing for participants: The lease term is 20 years, there is no down payment, there is a possibility of early purchase of housing at any time and without penalty, the possibility of attracting guarantors in case of insufficient income is provided. At the same time, the average monthly cost of rent under the Program is lower than the average market price in the republic.
“At the suggestion of the Chairman of the Senate of Parliament, Dariga Nursultanovna Nazarbayeva, the Kazakhstan Mortgage Company has prepared a special program on mortgage lending for housing for education and health care workers. Our company has been financing the construction and purchase of rental housing with the right of subsequent redemption since 2015. During this time, we have provided housing for more than 18 thousand families throughout Kazakhstan. We are confident that the company's experience will enable us to successfully implement this socially significant project,” - said Adil Mukhamedzhanov.
Lists of applicants for housing will be formed directly by the ministries. In turn, JSC “MO “KMC” assesses the solvency of the declared participants and concludes a long-term lease agreement with those applicants whose applications were approved following the results of the assessment.
The implementation of the program will provide for at least 3,000 Kazakhstani families with their own housing in the next two years.
